Synopsis:

The movie opens with a narrative written by one of the central characters, Chief Petty Officer Dave, in a letter written to one of his friend's sons, discussing heroism, bravery, and a code of honor, as footage of a HALO airborne jump plays.


In the Philippines, a suicide bomber kills the American ambassador and his son, along with dozens of children, using a vehicle-born-improvised-explosive-device at a private school. The mastermind, a Chechen terrorist by the name of Abu Shabal escapes the scene and returns to Russia.
Soon after this, in South America, two CIA Agents, Walter Ross (Nestor Serrano) and Morales (Roselyn Sánchez) meet in Morales' apartment to discuss their mission and consolidate intelligence about their target, a drug smuggler named Mikhail Troykovich, nicknamed "Christo". While resting, they are ambushed by Christo's men, who have been monitoring their activities. Agent Ross is killed, while Morales is captured and brought to a riverside compound. Christo orders her to be tortured but kept alive until she tells the smuggling organization everything she knows.


At Coronado, California, the members of Bandito Platoon, SEAL Team Seven are at home. Two, Lieutenant Rorke and Chief Dave, go out for drinks, where Rorke confides to the Chief that his wife is pregnant. Dave congratulates him and the sailors go to the beach with their families to celebrate. Later that night, the platoon gathers at the Coronado docks to have a last get-together before they deploy the next day. The following day, the SEALs board their plane and deploy, after which Rorke's wife breaks down crying.


The SEALs are assigned to the amphibious assault ship USS Bonhomme Richard (LHD-6) in the south Pacific. While there, they are briefed on the disappearance and murder of the two CIA agents in South America, and informed that the CIA believes that they were captured because of their work investigating a connection between terrorist Abu Shabal, who killed the American ambassador previously, and Christo. Morales' location is identified in the middle of the jungle, and the SEAL team is ordered to extract her.
The seven Navy SEALs insert into the jungle via a HALO jump and hold position outside the compound all through the night. At dawn, Special Warfare Combatant-craft Crewmen are inserted down the river from the compound on-board small unit riverine craft and deploy a UAV for the SEALs to take control of, which quickly identifies the guards and a large group of enemies camped several kilometers down the road. The SEALs quietly make their way to the compound where they can hear Morales being tortured - as a result, they enter the compound early. Rorke and Weimy, the team sniper, establish an overwatch and provide sniper cover for the remaining five members of the team, led by Dave. While conducting room clearing, the team comes into contact and engages several enemy guards. During this process, one SEAL is shot in the eye, blinding him and knocking him unconscious. However, the SEALs are able to successfully rescue Morales, along with recovering the information she had gathered while on mission. However, the gunfight alerts the enemy quick reaction force down the road, who begin driving to the camp. The SEALs commandeer an enemy truck and exfiltrate, hotly pursued by the enemy combatants, and are forced to revert to a tertiary extraction point, where the SURC boats and SWCCs meet them and shoot up the enemy trucks and soldiers.


Soon after this, Christo and Shabal meet in Ukraine. Christo informs Shabal that he will no longer be working with Shabal, as he has to flee before the United States can capture him, and go underground for some time. Shabal is enraged, but Christo is adamant, saying that Shabal will simply have to work with the associates Christo was working through to procure all the materials Shabal wanted. Shabal leaves the apartment in a rage, but goes to the factory that Christo referred him to. There, Shabal is introduced to the new bomb vest technology that the associate is working on, which uses plastic explosives and ceramic ball bearings to create a bomb vest that acts like a claymore mine, can evade metal detectors and is thin enough to be worn under any clothing without notice.


On the carrier, Senior Chief Petty Officer Miller, the operations officer of the SEAL team, informs Rorke that the SEAL who was shot in the head will survive, without his eye. In addition, the intelligence they recovered confirmed that Shabal and Christo were working together. Shabal, an old-school Muslim terrorist, seeks to bring the jihad to the United States, while Christo, as a smuggler, has routes and contacts into the United States. Miller informs Rorke that two of his SEALs have been tasked to travel to Somalia, where intelligence analysts say a arms transfer involving Shabal is taking place. The remaining four members of the team, minus the SEAL who lost his eye, are staying in the U.S. in case the terrorists make it in. Miller himself has been reassigned to SEAL Team Four, hunting for Christo somewhere on the oceans. Lieutenant Rorke gives a death letter to his best friend, Chief Petty Officer Dave, in case he is killed. Rorke also informs Dave that it is now his job to be in command of the platoon for the two weeks following the mission, because Rorke is returning home to his wife and newborn son on leave for two weeks.
The two SEALs who are tasked with the reconnaissance mission are able to confirm the presence of Shabal and sixteen terrorist fighters, and identify the plane that he is using. They track the plane to an island off of the Baja peninsula, where the team assaults. They successfully attack and secure the island, confirming eight terrorists killed, though Rorke is nearly killed by a RPG that strikes his vest directly in the chest, but does not detonate.


Meanwhile, in the south Pacific, Christo is hiding with his family aboard their yacht, guarded by several gunboats and armed mercenaries. SEAL Team Four identifies the yacht with satellite imaging, and deploys several helicopters and gunboats to attack and capture the yacht. The SEALs capture the yacht and Christo rapidly, killing his guards and capturing his family. Once secured, Senior Chief Petty Officer Miller boards the yacht and interrogates Christo. After initial resistance, Christo reveals his connection with Shabal and his plans. Shabal, an old friend of Christo's from their childhood, intends to have his sixteen fighters detonate their vests at strategic points throughout the United States, causing a media panic and exacerbating the poor economic condition.


The SEALs are informed that not all of their targets were neutralized and that half, including Shabal, were already en route to the United States, via a drug cartel's mule tunnels underneath a milk factory. They are ordered to link up with Mexican Special Forces and neutralize the remaining targets. U.S. Marines relieve the SEALs at the village at sunrise, and they quickly enter Mexico, meeting the Mexican Special Forces soldiers. The leader of the Mexicans informs the SEALs that the assault will be extremely dangerous, as the drug cartel is well-armed and has many sicario enforcers.


The SEALS and Mexican SOF assault the factory, hiding in the backs of dump trucks in order to get in close. The combined forces cordon off the factory while Rorke, the Mexican officer, Chief Dave, and several other SEALs perform room clearing operations, clearing most of the factory, though the Mexican officer is wounded and the SEALs are nearly killed by a suicide bomber who they wounded. As they reach the tunnels, an enemy fighter drops a cooked fragmentation grenade into the room. Lieutenant Rorke, the only SEAL who sees the grenade, dives on top of the grenade, which detonates, stunning the other SEALs and mortally wounding Rorke. Dave is shocked by the loss of his friend, but pursues the terrorists alone, as the remaining SEAL in the team tends to Rorke. Dave catches up to the terrorists as they attempt to escape through the tunnels, but is able to shoot seven of them as they flee into the entrance. However, Shabal appears and fires multiple rounds from an AK-74 into Dave. With his last breath, Dave draws his sidearm and kills the eighth suicide bomber as he runs into the tunnel. Shabal approaches Dave and prepares to execute him, but is killed by the remainder of the SEAL team, which arrives at their location. Dave passes out following this, while Lieutenant Rorke dies from his wounds soon after.


At home, Rorke is given a military funeral with full honors, while Dave survived his injuries, and the SEALs pay their respects, punching the gold SEAL tridents that signify them as SEALs into Rorke's coffin. Dave finishes the letter that he was reading from at the beginning of the movie, advising Lieutenant Rorke's son and telling him that his father was a good man, though he will never know him, then reads a poem by Tecumseh. The film ends with a dedication to every U.S. Navy SEAL killed in action since 9/11, and a list of their names.
